Coronavirus pandemic related lockdown abhi khatam ho chuka hai, sab kuch almost khul chuka hai doston aur in sab ke beech mein, Desh ke Finance minister, Niramala Sitharaman ji ne economic stimulus 3.0 ka announcement kiya hai. Is stimulus ko Atmanirbhar 3.0 kaha jaa raha hai, aaj ke post me main aapko bataunga ke is stimulus ka detailed sach kya hai, ye aap aur hum me se kis kis ko affect karega, kitna impact dekha jaa sakta hai iska aur aage hum kya expect kar rahe hain. Stimulus 3

Doston stimulus 3 ka total package kaha jaa raha hai 2.65 Lakh crore ka hai. Numbers pe baad me aate hain kyun lakh cores humare kitna kaam aayega yahi sabse bada point hai. Pehle dekh lete hain ki ye package kiske kiske kaam aayega

 

1.     New Home buyers - Tax Benefit milega

2.     26 industrial sector me non defaulters ko loan against credit milega

3.     15000 se kam salary waale logo ke liye provident fund contribution milega

New Home Buyers

Corona Pandemic ke wajah se sabse zyada effect hua hai Real Estate sector me jaha bahut saare naye units unsold pade hain. Iska reason hai log investment nahi karna chahte, kyun ki futrue me income gurantee nahi hai. Isliye Paisa save karna hi wo best option maan rahe hain. Isi ko change karne ke liye sarkar ne incentive laaya hai Stimulus package me. Sarkar ne naye ghar kharidne me tax benefit ke amount ko circle price aur agreement price differential ka 20% kar dia hai. Ye amount 2018 me 5% tha, uske baad 2020 ke finance act me isko 10% kiya gaya tha aur ab ye 20% kar diya gaya hai. Ab dekhte hain ki ye kaunse home buyers ke liye applicable hain

1.     Only new Homes pe applicable hai, resale properties pe nahi. Yaani aready bahut saare logo ke liye dikkat ki baat ho gayi, kyun ki most new home projects competed nahi hai, possession milne me 2-3 saal ka time hai, yaani abhi investment karke bhi rent waale ghar pe rehna pad sakta hai. Isiliye ye majority of the population ke liye kitna kaam aayega ye doubtful hai.

2.     COmmercial properties par ye applicable nahi hai. Ye rule bhi kyun nai kiya gaya ispe bhi kaafi debate ho sakte hain. Agar personal home buyers ko tax discount mil raha hai aur isse real estate sector me tezi aati hai to isko commercial real estate sector me bhi lagu karna chahiye taaki small businesses ko encouragement mile aur wo naye peroperty aur business ideas me invest karein.

3.     Ye scheme sirf 2 Crore tak ke price wale homes me hi applicable hai. Middle class logo ke liye 2 crore bahut hota hai. Aur ye bilkul sahi decision hain kyun ki jiske paas is pandemic ke time pe 2 crore ke upar ka ghar khareed ne ka paisa hai, usko tax rebate ki shayad koi zaroorat hi nahi padegi.

Emergency Credit Line Guarantee Scheme (ECLGS)

Isse pehle bhi ECLGS ka implementation ho chuka hai, aur abhi ye 2.0 version hai. ECLGS ke andar 26 industrial sector me government is pushing for loan on existing credit. Ye creadit milne waale 26 sectors hai construction, real estate, cement, power, steel, roads, logistics, shipping, retail, textile, consumer durables, pharmaceuticals, chemicals, gems and jewellery, auto component, mining, hospitality, tourism and aviation. In sectors ka ek final notification bhi aayega government ke taraf se. Is scheme me additional loan upto 20% milega on existing credit, aur ye 5 saal ke scheme me milega. 1 saal ka loan moratorium bhi milega aur ye scheme June 2021 tak avail kiya jaa sakta hai.

 

Ye bilkul ek accha aur behtar tareeka hai small and medium businesses ko firse apne pairo pe khada karne ka, aur ye kaam bhiaasakta hai acche tareeke se kyun ki 1 pehla 1 saal ka loan moratorium ek bahut bada relief hai poore sector ke liye. Liquidity crunch filhaal sabse bada issue hai aur isliye ye decision ko industry experts ek bahut acchi decision ki tareeke se dekh rae hain.

Employment Push

Hal filhaal ke dino me India me joblessness yaani unempoyment bahut bada issue ban chuka hai aur Coronavirus ke wajah seye aur bhi zyada prominent hua hai. Isiko tackle karne ki koshish ki gayi hai is Stimulus 3.0 ke package me. Is stimulus ke andar sarkar ne kaha hai ki wo October 1st - 2020 ke baad se employment milne waale har ek ka Provident fund ka contribution pay karega - both employee aur employer side ke. Iske saath kuch conditions bhi hain jo sabse zyada important hai.

Ye sirf 15000 rs per mahina ya usse kam kamane waale ke liye applicable hoga. 15000 aaj ke zamane me koi value nahi rakhta, jaha alu 60 rs kilo aur pyaaz 80 rs per kilo bikta ho,waha 15000 me aadmi khayega kya aur rakhega kya. Aur 15000 se upar waale income bracket me desh ke sabse zyada population hai - 15000 - 50000 ke beech me, agar unko koi support nahi mil raha,jo main tax payers hai, to fir stimulus package adhura hai aur atmanirbhar banna bhi difficult hoga. Aur ye bhi un companies ke employees ke liye hain jinke paas 1000 se kam log kaam karte hain. Isse zyada employees waale company ke liye sarkar sirf Employee Provident FUnd ka paisa degi, ye scheme 2 saal chalega.

Iske siva, aur bhi kuch sectors me ye package ka contribution hoga.

 

1.     Additional 10000 Crore for PM Garib kalyan ROzgaar Yojna

2.     Rs 18,000 crore additional outlay for urban housing under the PM Awaas Yojana (PMAY)

3.     Rs 65,000 crore fertilizer subsidy to provide the input to farmers in the upcoming crop season

4.     Rs 3,000 crore to boost project exports through EXIM Bank.

5.     Rs 6,000 crore equity investment in debt platform of National Investment and Infrastructure Fund (NIIF) -isse 2025 tak hone waale infrastructure projects ko 1.1 lakh crore ki funding ya loan mil sakta hai.

6.     900 crore fund to the Department of Biotechnology for research and development of an Indian Covid vaccine
